Bridge Replacement Projects

Pelham Road Bridge over Porcupine Brook
Replacement of an existing, deteriorated and undersized structure is ongoing at this location. The new structure will be a precast concrete box structure designed to better handle the hydraulic flow within Porcupine Brook. Road closure and detour signs will remain in place until construction is finished (currently a fall completion is anticipated). Reconstruction of this structure will be eligible for 80 percent reimbursement through the NHDOT Municipal Bridge Aid Program.

Cluff Crossing Bridge over Policy Brook
Replacement of an existing, deteriorated steel plate arch is in process at this location. The old structure was on the NHDOT red list and had a posted weight restriction. The new structure will be a precast concrete box structure. Road closure and detour signs will remain in place until construction is finished (currently a late fall completion is anticipated). Reconstruction of this structure will be eligible for 80 percent reimbursement through the NHDOT Municipal Bridge Aid Program.

Lawrence Road Bridge over Spicket River
Replacement of an existing, deteriorated jack-arch bridge will be undertaken at this location later in the year. The old structure was on the NHDOT red list and has a posted weight restriction. The new structure will receive funds from the American Recovery and Reinvestment Act (ARRA) and the NHDOT Municipal Bridge Aid Program. As a result, the combination of these funding sources will result in a 100% reimbursement to the Town for reconstruction of this bridge.



2009 Road Improvement Program Proposal
The 2009 Road Program consists of the repair and/or reconstruction of Ball Avenue, Matthew Drive, and Tudor Drive. Construction started in July 2009 and will continue through the fall of the year.

2009 Road Design Project – Cluff Rd, Cluff Crossing Rd, S. Policy St
This project involves engineering design associated with roadway improvements to Cluff Road, Cluff Crossing Road, and South Policy Street. Engineering will be ongoing throughout 2009. This work will facilitate a future proposal for a capital road project in this area.

Construction revealed that the gates within the Wheeler Dam gate house had significantly deteriorated, and it was decided that the best course of action was to replace the gates. Funding for the replacement of two of the gates will be considered at the 2008 Town Meeting in March.



2008 Ongoing Projects

2008 Shore Drive – Road and Drainage Improvement Project

This capital project involves the reconstruction of road and drainage improvements to Shore Drive, a portion of Cove Road, and Wheeler Dam Road. This group of roads constitutes approximately 19,000 linear feet of roadway, and essentially comprises the main route along the southerly side of Arlington Pond between North Main Street and East Broadway.
Construction started during the summer of 2008 and was suspended in December 2008 with the onset of winter weather. The project resumed in March/April 2009 and will be wrapping up during the months of August and September.

2008 Haverhill Road Bridge Replacement

This capital project is the initial bridge to be replaced as part of the Town’s Bridge Program. The location, Haverhill Road over the Spicket River (adjacent to the intersection of Haverhill Road and North Main Street), was determined to be eligible for the NHDOT Municipal Bridge Aid Program, and as such, the Town will receive reimbursement of 80% of the costs related to the bridge work.
On December 31, 2008, the Haverhill Road Bridge over Spicket River was reopened to vehicular traffic, however, remaining construction was suspended due to the onset of winter weather. The project resumed in April 2009 and is now substantially complete. Final project sign off and punchlist items will be addressed over the coming months.

2008 Canobie Phase II – Sewer/Water Extension and Road Improvements

This capital project involves the engineering design and construction of road and drainage improvements, plus sewer and water extension into two separate neighborhoods on the Salem side of Canobie Lake. The work represents the second phase of a program that will bring municipal sewer and water service to neighborhoods in the vicinity of Canobie Lake and will generally encompass the neighborhoods around West Duston Road and South Shore Drive.
The Engineering Department is presently working with out engineering consultant to develop final design plans and specifications for the project. The engineering work is anticipated to continue through 2009. Discussion of construction funding will occur during the Capital Improvement Plan (CIP) process in the summer of 2009, and if favorably viewed, could be placed on the Town warrant for consideration in 2010.
Neighborhood meetings will be coordinated by the Engineering Department in the coming months to inform residents of the proposed improvements.



2008 Wheeler Dam Gate Replacement Project

This capital project involves the replacement of the east and west gates within the Wheeler Dam gate house. The old gate assemblies have been removed and new control gates have been installed. This project has been completed.



2008 Drainage Inventory and Assessment Program

The Drainage Inventory and Assessment Program is an ongoing project which consists primarily of a comprehensive inventory of all drainage structures (i.e. catch basins and manholes) and pipe outfalls. The inventory is supplemented by a condition assessment of the structures and outfalls, such that the data could be utilized within the Town’s Infrastructure Asset Management (IAM) software, and as a tool for future prioritization of system maintenance.
In addition to the above, pipe outfalls will be observed to determine potential for the presence of illicit discharges within the drainage system, and a protocol will be developed by which any such discharges will be addressed and eliminated from the drainage system.
This effort represents a portion of the Town’s Stormwater Management Program (SWMP) which was developed to meet requirements of the Environmental Protection Agency’s (EPA) National Pollutant Discharge Elimination System (NPDES) Phase II stormwater regulations. Work on this project will continue through 2009. Subsequent phases of work will also be implemented subject to Town funding in future years.



Salem's Infrastructure Asset Management Software (SamIAM)

The Engineering Department, in cooperation with IT and DPW, will be planning the implementation of Salem's Infrastructure Asset Management Software. Short term goals will include the compilation of roadway, drainage, sewer, and water information for incorporation into the Town's Asset Management Software. Long range, SamIAM will provide the means to inventory, track, and plan, future improvements to and investments in Salem's road, drainage, sewer, and water systems.
